Default Whirring Noise from Engine, Loud

Hopefully someone has had this problem. My engine is making a super loud WHIRRING noise, like a fan when the engine revs. I had the belts replaced and the noise went away but now its back. It seems to be worse when it gets colder out. It starts at about 3k rpms and really sounds almost like a school bus. Its a loud whirring, whooshing noise. Does anyone have any ideas?

I would say the same thing, replace belts idle pullies and tensioner, and check fan clutch.

Just found out it was the fan clutch. Very easy to diagnose actually. The nut on the fan clutch was seized up creating that whirring, whooshing loud fan sound.
