Just looking at the USDOT and USEPA web sites. Almost no way in hell you can bring a non conforming car into the USA. EPA exemption is for cars 21 years or older, 1995? nope... DOT is a bit easier since the E36 was crash tested and certified. You would have to change the headlights to DOT spec, and cluster to reflect mph.
The really big problem would be the engine. It would sit at the Port of Entry impound forever... But It can be done. There is a company that federalizes Porsche 959's, although I don't even think I want to ask how much that is costing... It would probably be a lot easier to send it here as parts and then put it back together...

There is the loop hole, thats the easy way. Though the car won't have a clean title.

I'm wondering, since 95 and earlier are OBDI, not OBDII, wouldn't that help it?
