Default Photoshop help with wheels please

Any help changing the first picture would be greatly appreciated. I'm looking for two different photoshops:

1. Centers painted gloss/semi-gloss black, but leaving entire polished silver lip as is.

2. Entire wheel painted gloss/semi-gloss black, but with bright red stripe around lip (same size and location as yellow stripe on the GT2 wheel photoshop below...except in bright red).
