Default Headlights off = Wipers on...?

So, I'm having kind of a wacky electronic issue.

Like the title says, my wipers as well as the sprayer fluid pump, are stuck on when the headlights are off.

I do have a Bentley, but I know very little about electronics, so could anybody point me in the right direction?

I'm guessing since my fender liner got ripped out, the fuse box got wet and corroded. Does that maybe sound right?

That sounds like a ground issue. If you don't have a voltmeter or know how to use one, I'd take it somewhere that can run it down.

I both have one and know how to use it. I just don't know where to start. Either way, it went back to normal today.
