Default Strange heater problem

My heater doesn't seem to work. Yah, I know, summer is here and I live in SoCal but it bugs me. Here are the symptoms:

Good
- Blowers work
- HVAC panel buttons all function normally
- A/C works great

Bad
- When I bumped up the temp to around 76 degrees, it really made no perceptible difference from the outside air temp.
- When I spin the center vent "temperature wheel" from blue to red - the air goes from icy cold (max blue) to no air coming out at all (max red).

I think this last symptom is probably the most telling. I'm guessing that I'm not the first person to run across this. Curious to know the likely cause and whether it's a DIY fix.

I got a new heater valve installed.

Still have a doubt/question...

Scenario:
- Set temp to 70F on both sides
- Face and Feet vents on
- A/C off
- Blower turned up beyond half-way
- Progressively turn "middle vent wheel" from max blue to max red
- Airflow from Face vents goes down to almost nil (Feet vents don't change)

Is it normal operating behavior?

Now here's the kicker. If I jack up the temp to 80F+, the airflow from the Face vents *doesn't* change.

I have similar functionality in mine. Heater only works on floor, not middle vents. Same issue? Needs new heater valve?
