I'll take your word for it, my memory is aging like a fine milk these days.
I just remember hearing about it while looking at CPO cars a couple years ago and how they were in the process of changing the whole system. Sounded like you had the option of re-certifying a car if you wanted to keep CPO or add it to a private sale, but the CPO and warranty were issued to the owner, not the car.
