Most/many of those pictured are in Europe and are either unknown or extremely rare in the U.S.

The Individual Program was better known, promoted and supported in Europe.

The Diamond coloured car is Canadian, you can see the province of Ontario plate on the front. Actually the Individual Collection seems to have been available in just about every country on the planet except the U.S. I thought I read that exclusion was because America has a law which allows a prospective purchaser to completely back out of an order and retrieve the downpayment too. That wouldn't sit very well with a manufacturer that just customized a brand new vehicle to your specific tastes...

The Individual Program was available in the U.S. during E46 M3 production.

And yes - what you read about why it wasn't promoted in the U.S. is accurate - and your reference sounds like it was written by me. In addition to that - many BMWs are leased. BMWNA and the dealers don't want strange color combos coming back to them at lease end.

Even for some stock colors - some were hard to sell. My dealer used to refer to Phoenix Yellow as "Salesproof Yellow".

Thanks for making my titanium silver seem incredibly boring... Then again, I bought it used, so I didn't really get to pick the color. But I saved $30k in the process, so I can live with it.
