99-01 cars use a ZCS, not a VO, and LCM does not store a ZCS on e46s. Having a blank VO is intended behavior in that situation.

so what would happen in my case with an LCM that is virginized with a new VIN and 00000 miles and no VO information on it. will the new owners car copy VO to the replacement LCM when they install it and power it on?

i just dont want them to have LED tail light out errors in their clusters because i wasn't able to add the VO for +LEDH. unfortunately not everyone has PASoft to download that information from their clusters.

Again, 99-01 cars don't have a VO period. They have a ZCS, which the LCM does not store. A brand new LCM in those cars will never have a VO written.

Also note that the VO/ZCS do not directly impact functionality. All the VO/ZCS are used for is to tell the coding program (NCS, or DIS/ISTA at the factory) how to configure the module. However you end up coding the module is how the module will stay configured unless it's recoded by a dealer or the enduser.

If you want things to be proper, you need to update the ZCS string in the KMB and EWS for LEDs. It would also be advisable to wipe the VO if you're installing a used LCM (C_FA_LOESCHEN in tool32). The proper ZCS modification would be as below:

In other words, leave the GM and SA alone, add 0001000000 to the VN string, and recalculate the checksum.
