Unhappy Front Bumper Question / Fix?

Hey guys,


Since I bought my car just over a year ago, the front bumper has been less than flush with the fender on the front right side of the car. IT DRIVES ME CRAZY. Overall, it's in pretty good condition, aside from a few scrapes and rock chips, and has no cracks or bends. I've thought about taking the car to a body shop to get their opinion on what it would take to realign it or make it fit better than it does now. I believe the previous owner must have hit a small curb of some kind and caused the problem.

You can see some pictures of it in my photobucket album below. There are 4 pictures, and one of them is the left side of the bumper, displaying how it sits perfectly flush with the fender, in comparison to the right side.

Face the car
Turn around
Forcefully extend your leg backwards into the corner of the bumper.
Repeat

Take off the wheel wells, and the bumper. Re-seat it

There are white plastic brackets that can be adjusted.

lol....

You think the amount that is is off is enough that can be simply fixed via minor adjustments? I've read about the foam that is in between the cover and the bumper itself... perhaps an issue with the foam being seated incorrectly / not there at all?
