You could disable the CEL and leave the cats. SAP delete should not cause any issues whether or not you have cats. It is an emissions device meant to help the cats warm up more quickly on a cold start. Deleting it just means that they would take longer to warm up. I would say leave cat enrichment enabled to prevent you from baking your cats any more than they already are.
