Would this wheel be a direct fit for my 95 m3? Would it just require wire splicing or a new clock spring/other parts?

All I know for sure without reading through all of it is you need a new turn signal bracket, slip ring, wheel, and airbag.

None are a direct fit unless you have a 95+ non-M3 or M3 with 3/98+ build date.
