Doesn't this rack prevent one from utilizing DSC? With the Z3 1.9L rack being linear and no steering angle sensor being present when it was introduced, won't there be issues adapting this to work properly with the E46 M since it designed to utilize a progressive rack for the DSC system to work?

Z3 2.5/3.0 use the same rack and did have steering angle sensors and dsc.

Haven't had any issues with DSC. I left it on by accident during my first track session with the new rack and it interjected in the normal places. The car still has the wheel speed sensors and yaw sensor to rely on. The difference in steering input vs degrees turned at the wheels will be on a different curve, but this relationship mostly differs at extremes vs around the center compared to the stock rack which is where DSC will mostly intervene.

^ seems it would be off in it's readings. i know for sure you have to input the info for a CSL/ZCP rack which is 14.5:1 to have it accurate.

What's the ratio difference between the Z3 and ZCP?

Unknown since the steering ratio will depend on the suspension geometry as well as the rack, and no one's measured the effective ratio on an M3 w/ a Z3 rack. In their respective chassis, both racks are supposed to be 14.5:1.

Supposedly the rack of the Z3 unit moves 53mm per 1 revolution of the pinion. Though someone on the E36 forum says by his measurements it's 51mm at best. On a stock M3 rack, I measured ~46mm/rev (which results in a 15.4:1 ratio). On my ZHP rack, I measured ~50mm/rev (results in 13.7:1 on the non-M). No one's measured a ZCP rack and posted info, but it is supposed to be a 14.5:1 rack.
