Just updating this thread. It was indeed the bulbs themselves. I replaced 1 at a time and noticed it corrected the issue on that side. The seemingly 'high beam' issue was just that when the light flickered, when it fired back up there was a momentary burst of light that appeared to be "flashing" the high beams.

I'm having the same issue of the passenger light going out then back on and so on. I have single xenons, but I'm not sure where to start, replace bulbs? Ballast? Ignitor? What seems to be the consensus? Thanks

2004.5 111,111 km (69,000 mi) second set of CBIs, beautiful colour and lumens. Over the past few months of summer, I have had intermittent LH Xenon light out events. Swapped bulbs issue remained on the LH side. Purchased a new ballast from ECS tuning for US$250 and worked for the first week, then the dreaded flicker and light out indication. Bulbs were less than a year old. So tried "terraphantm's" bulb socket prong adjustment technique and discovered some light burn marks from arcing from either one of the outside three prongs or the centres on the inside socket ring. Small flat screwdriver and tweaked the centres inward and the outers inward. Needed to pry back the centres a little, couldn't twist the socket back on. Did this 30 minutes ago, so I will check back in a week to report back on the performance. This looks like a very plausible solution and hopefully eliminate the arcing.

Light flicker returned after two days! Will continue the journey to solving this one.

Swap the ignitors left to right. Requires you to disassemble the headlight assembly though or replace it outright.

Bulbs are the easiest and cheapest, I would start there. I bought the ebay ones and have had them for 6 months, still going strong!!
