You seem like a nice person so I wont rag on you for not searching for this answer and finding 10,000 post about e46 m3 exhaust.

Header info:
1. Don't buy any new header sets for under $400.
2. Replace gaskets
3. You can reuse bolts and studs after cleaning them
4. Dont cut your o2 sensors, they are wrapped under the o2 sensor loom so just undo them and reroute over the backside of the engine, driver side.
5. You'll need a tune to feel the power
6. Buy euro cats for emissions, euro cats have the rear o2 sensor bungs and EGT bung.
7. Set aside another ****ing $8000 for mods.
8. Enjoy the gloriousness

when you get bored with the setup, replace the MEgan racing with Dinan muffler, best sounding exhaust on market

As some other have stated, euro headers and cats are the best value and have perfect fitment. I'm in CA as well and know folks that have this setup and have no issues passing. Plus it all looks stock for the most part anyways

If you're into tuning. Don't do things twice. Go big and do it once.
ARH headers,into a full custom dual 2.5" into a custom dual 2.5 inch muffler, or a 3.5 inch single like bimmer word street single.

Just my , I would do:

-Catless Headers (Not Ebay, get a reputable brand. It's the key in this whole setup.)
-Stock Section 1 and 2
-Supersprint Race Muffler and/or I also am a fan of the Megan Racing/Status Gruppe V1 design as well. It's a bit more on the tame side but still sounds the bees kneees under WOT.

Sucks you live in CA but I would probably just get a tune before your birthday. If you can't pass the inspection for whatever reason you could always swap a Catted Section 1 in.
