Waze uses gps, but it's also doing a lot of other things such as uploading position reports, downloading traffic and routing info and rendering the map. Call me crazy, but I actually like the fact that our speedos are slightly off. I thought about changing it, but then realized for me, this is totally a safety-net built into my car to reduce the amount of tickets acquired. I could not care less if my car says I am traveling 180mph when I am actually moving ~160 (or whatever). However, I do like the fact that mentally, I feel like I am "speeding" 10-15mph over the speed limit, when the reality is I am actually going the posted speed (or near to it). I am sure in the long run, this will only help me from accruing actual speeding tickets. So for me, I happily accept the speed discrepancy. If I REALLY need to know my actual speed accurately, I'd be using a GPS and not the speedo anyway.

The last part was just Terra busting your balls for using the wrong term to describe the speedometer discrepancy (precise vs accurate), which mean two different things, but are commonly interchanged and used incorrectly with each other.
