Decent chance the brakes are seized at this point among other things.

All fluids will need to be flushed, fuel, coolant, brake fluid, engine oil, trans oil, diff oil, power steering, blah blah blah.

Change your font from yellow back to black. You're killing me!

Seriously, though, good luck with your decision. Will be a lot of work, but it's an awesome machine.

Could be a fun project, could be a nightmare! Try to get the car running and in addition to what everyone has said so far, do a compression and leak down test as well before making an offer. But yea either way you will be replacing A LOT of plastic and rubber parts at the very least.

It all depends on the work needed. If that is rust in those pics of the rear suspension and differential then that is going to take some money and time to get rid of that rust and any other rust.

1. No way it does not have any dash lights on if it a. looks like that and b. has been sitting so long.
2. It looks like a 4k M3.
3. Spend a little more and get a lot more.
4. Rust is like the cancer of cars, I could deal with anything else but that.
5. Expect to replace pretty much anything rubber, all bushings, suspension tidbits etc.

You will see these items really add up, without taking into the cosmetic condition (which looks pretty bad) I bet you have 4k worth of things to do.

My vote is spend 10k and get a high mileage car thats been properly maintained with no rust. They are out there, just not in Chicago.

it will take at LEAST 4K to get that all sorted to roadworthy. its worth saving but only if you're ok dumping money into it and probably not getting it back
