I was thinking about how the other modules worked and wasn't completely focused on what I was saying, I meant that it's not a part of the maps/scales but rather an option being flipped on or off.

The reason I say that is because the oxygen monitor shows incomplete, which tells me that in one way or another the ECU is getting bad info, or it's getting info and interpreting it as bad. This is likely due to the coding of the ECU (not the tune, but coding), which would explain why it worked with the other ECU.

If I were you, I'd check the different parameters I mentioned previously (mainly the cat protection and SAP cat heating) and see what's different between your ECU and the one you dropped in. If they're different, fix it, and if not, then continue the search...
