The EWS delete is just breaking the link between the EWS and the DME...so even if one gets new cylinder/key, they would need to align with EWS.

My thought here is that Dealer key(s) would be sourced to the VIN, containing a chip code pre-coded within the EWS, a total of 10 codes. The tumbler assembly would also be VIN matched to the keys. Tumbler does not play a roles in key, EWS, ECU ‘conversation’, but the antenna ring located on the tumbler does.

Your thought is spot on (exactly right).

4 keys come with the car, (thus) you can order up to 6 spares. After that you would need a new EWS2 unit (through the official way)

So I ordered a new OEM Vin matching key from BMW. This Key now opens glove box, trunk, and passenger side door. It doesn't start the car unfortunately. I pulled out the DME/ECU and it matches the the cars Vin. Do you guys think just swapping out the Tumbler to match the OEM Key would fix this issue?

Default Bought new Used 97 M3 - Keys arent matching

The key rotated but the engine does not crank …or…the new factory key does not rotate the ignition tumbler?

If the former, located the EWS and validate it has your VIN.

If the later, check the EWS for a VIN also but you may be in for a whole round of fun.

New factory key doesn't rotate. I compared the key the previous owner gave me that started the car and the new OEM Factory key... They are different keys

I believe in the dash behind the glovebox. Simple google search revealed a couple of diagrams and videos. There is one additional component in left side foot well (US driver side) - a simple analog to digital converter.
