If the cylinder is flooded with fuel, it will not allow the spark plugs to spark, so cranking the motor with the plugs out spits out the excess fuel. If you do that and notice the plugs wet, dry the plug tip area with a paper towel before reinstalling.
Also if you pulled the plugs and it looks clean (it should have carbon buildup on the tips) could be the fuel washing/rinsing off the carbon, meaning there is excessive fuel in the cylinders.
