Yea unfortunately there's no CARB legal turbo options (that I'm aware of) although yes a turbo S52 sounds pretty fun.

Thanks guys, yea so maybe the title is misleading, it's not really an idle problem. It's more accurate to say the engine is a bit rough and shakes the car a bit more than it should, in the low RPM...

Yea I mean honestly you might be wise to look at cars in the UK as well. If you don't mind the RHD thing (I personally am a huge JDM fanboi so I kinda like it) you might find a good car in the UK.

Yea I should have done this yesterday, I had both cars next to each other. The Imola is like a stop darker and like 25% desaturated in the reds, to put it in my kind of terms haha.

Can't say that's surprising given the price. You may find something a bit different for the price, but no matter what, all E36 M3s under 5k are going to be very rough and/or need big mechanicals.
