Yep, fan clutch. Years ago I had a new 3/4 ton truck. It would start over heating pulling a little tent trailer. I did everything BUT change fan clutch. When I changed fan clutch all was good.

When I do a vanos job, I replace the bolts, do the rattle repair kit, the S62 springs and all the seals. No sense doing half and going back. Buying the spline from Dr. Vanos fixes the rattle.

Bumper is probably designed to go with later carbon fibre bumper carrier. The alum bumper carrier was only for 2001? That is why things aren't working so you will have to modify like you are doing.

Did you replace the brake hoses? There have been instances of hoses rotting inside and causing fluid back up. Would cause your exact symptoms.
Hoses are cheap and can't hurt.

Trust me it was fully retarded. I used my trusty 24mm wrench and it stopped at the slot and splines were still inset. Only thing I can think is either wrong from factory or someone else adjusted it...

Yes, you are supposed to hear the fan if it is hot, the fan clutch is engaging and sucking lots of air. When you do not hear it and temp gauge is going up in hot weather then you do have an issue.
