On a bottle of tar remover, it says somethign along the lines of "Do not use on a car less than 2 months old, or if repainted in the last 2 months". Why is this? What does the tar cleaner have in it that would pose such threat?

I would be interested in the brand name. Some removers contain oils that will smother the paint causing problems. New paint, and more along the lines of repairs versus factory need time to "flash" the chemicals used to cure the paint.
Most shops I have seen do not oven dry anymore. Modern paints can air dry in less than 24 hours to the point where they can be handled, and sanded. However the curing agents need time to evaporate and escape.
If the paint gets smothered and not allowed to breathe it can actually lift off the surface, because the escaping gas has nowhere to go. Now, that is pretty extreme and rare, but I suspect the manufacturer is being cautious.
